Retail delivery

Compliance Requirements for Cannabis Delivery Businesses

To operate a delivery-only cannabis retail business without a storefront, you may sell and deliver marijuana products directly to customers’ locations, provided you strictly adhere to legal regulations.

In California, the following rules apply:

  • Sales and deliveries are permitted only between 6:00 AM and 10:00 PM PST.

  • The recipient must present a valid government-issued ID confirming they are at least 21 years old for recreational marijuana or 18 years old for medical marijuana.

  • Cannabis products must be packaged in opaque, non-transparent containers to ensure discretion.

  • Deliveries must be carried out exclusively by employees of the licensed business.

  • Delivery drivers must be 21 years of age or older.

  • Delivery vehicles must not display any markings or signage that indicate they are transporting cannabis products.

  • All deliveries must be made to a physical residential or commercial address—no P.O. boxes or virtual addresses.

  • Retailers are required to have real-time tracking capability and must be able to immediately locate all delivery vehicles via GPS.

Product Carrying Limits:

  • Delivery drivers may carry up to $5,000 worth of cannabis products in their vehicle only if all products have been received and processed at the business’s physical location before departure.

  • If the orders have not been fully received and processed prior to departure, the driver is limited to carrying up to $3,000 worth of cannabis products.
